I agree with a lot of your comments but just the few above I had a few comments on...
1) With a serious injury like is being reported, Rock obviously wanted his own doctors back home looking after him. That is perfectly understandable given WWE doctors obviously have the companies interest in mind as well as the talents.
3) If he is legit injured, I can also understand him not doing a promo via satellite as he would be in pain, probably getting rehab looked at and also is probably pissed off that his wrestling injury could cost him his Hercules role or at least delay filming. That is fair enough as movies are what he does, he comes back to the WWE for the fans, but acting is his job now.
4) He did promote the WWE and take the belt to a few of his appearances, such as the Kelly And Michael show, but a lot of his appearances were to promote GI Joe which had just been released, his studio would have set those interviews up and no doubt he was instructed to only talk about the movie. Cena has been everywhere with it because that is his job. His job is to promote WWE as he is employed by them. The Rock is not a full time superstar, being an actor is his job.
Don't get me wrong, I have been disappointed with The Rock's work on his latest run, I think his promos have been off and at times awkward, that crackhead promo springs to mind. But I just think he is getting a bit too much hate for this, at the end of the day The Rock doesn't need to come back, he does it for the fans. If the fans don't want him back, he won't. Simple as that.
