Morgan is the one to take the belt from Bully, have him as the guy who does only what is best for himself and punishing guys that Hogan throws his way. Have it all lead into Slammi XII where Hogan faces the monster he created in Morgan by pushing him too far. Morgan accepts with his own stipulation. Have Morgan win the rights to bring in a replacement GM and force Hogan out of the company; enter a returning Jarrett (the guy who had faith in Morgan all along) as the mastermind to out Hogan from a seat of power since Hogan was the one in Immortal who banished him (kayfabe) to Mexico. Jarrett is now the active GM with Morgan as his champion to reign supreme as the champion he originally envisioned for the company he began.
Bully would probably be the safer worker to have Hogan in a match with, but it would do more for Morgan to have one of Hogan's "final matches" on his belt than it would for Bully Ray. This also allows Hogan a nod for some earned time off before returning with a new pick to battle for Morgan/Jarrett position of power as I would keep the belt on Morgan for over a year (depending on how the run goes), which would also force Roode and a few others back into the WHC scene. With the position you would find Morgan in, you could play him heel or face depending on the opponent (similar to how they did Aries) because all he cares about is his gold, not who the most loved/hated person currently is.
