But what you were suggesting was to take someone who was proven - i.e. already a star - and put them over. If he's the "next big guy of tomorrow" he's probably not already over and henceforth, is a risky proposition.
Lets look at Ryback. He's hot right now. In a year? Not so much, I bet. Guys like Ryback - like Goldberg, like The Ultimate Warrior - burn brightly, quickly and then.....it's over. Finished. The demise of WCW meant we never got to see the "where to from here?" for Goldberg and when WWE brought him in, people said WWE wasted/ruined him. I say, his star was already on the fade.
Maybe a guy like Orton would have been the type of guy you'd choose. And back then, it might have worked. But now, I don't believe so.
