He never got a serious chance besides an ECW title shot.He was there for two years without being used.He actually didn't do anything in WWE

    Tyler Reks.
Had some skill in the ring, but never really got the chance to shine properly.

Sean O' Haire never really got a main-event feud.

^^^^Quoted for truth. I'm going to go with Mordecai/Kevin Thorn. The Mordecai gimmick had me intrigued going into it, but was never developed or nurtured out of it's infantile stages. Just like other guys in this post, the Thorn manifestation of this guy wasted away in that wretched "ECW" thing the WWE tried a few years back. He had the looks, the skills & TWO hot gimmicks & still nothing...
I am Rebel Lion. Come, now....I shall set you free!!

Oh man, where to start. Tyler Reks had some good in-ring skills, I have no idea why the WWE didn't go on to push him. Lance Storm is another guy that comes to mind and so does Vance Archer/Lance Hoyt.
Rome wasn't built in a day.

I wasn't watching wrestling during this time but what about Mordecai? He could've had a decent feud with the Undertaker just based on characters alone.
