Just because he doesn't outwardly show it the way that Amy does in no way means that he's not in love with Amy. That he does things that make him uncomfortable, like holding hands at the movies and such, proves as much. I mean, he became jealous when Amy went on a date with Stuart, and even took to buying a clowder of cats to fill the void when he and Amy broke up. Those aren't the behaviors of someone who is not in love.
Plus, there's the whole thing with the producers acknowledging that Sheldon is in fact in love with Amy. So, yeah.
EDIT: As for character development in sitcoms, I'm great with it until it comes at the expense of what made the character appealing in the first place.
